Beijing has sent its coast guard through the maritime area of the Senkaku islands and unmanned aerial vehicles past outlying Japanese territory as Beijing escalates strains following the Japanese prime minister’s remarks regarding Taiwan.

Rights Enforcement Activities

This past Sunday, the China's maritime patrol announced that its ships carried out a “rights enforcement patrol” through the waters of the Diaoyu islands, which are administered by Japan but also asserted as territory by China.

“China coast guard vessel 1307 formation performed surveillance within the maritime jurisdiction of the Senkaku islands. This was a lawful patrol operation undertaken by the Chinese maritime authorities to protect its sovereign claims,” officials declared.

Bilateral Tensions

China and Japan have consistently clashed around the islands but the recent developments occur during an escalating political dispute after the Japan's leader, Sanae Takaichi, addressed lawmakers that if Beijing assaults the self-governing island of Taiwan it could trigger a military response from Tokyo.

That sparked an angry response from Beijing, which has signalled it expects a withdrawal from Takaichi.

Island's Stance

China claims Taiwan as its own territory and plans to incorporate it under what it describes as “unification”. It has not ruled out the use of force. Taiwan’s government and citizens overwhelmingly reject the prospect of Chinese rule – choosing to preserve the current situation without formally announcing independence, but pledging to protect their sovereignty if required.

An military assault by China would threaten to spiral into a international confrontation, potentially involving the US and other partner nations including Tokyo, which has territory just 110km (68 miles) from the island.

Military Activity

In Taiwan, the military authorities said on Sunday morning that it had observed 30 Chinese military aircraft, multiple naval vessels and one government vessel, which was likely the coast guard, operating around the island over the past 24 hours.

Official charts released showed up to multiple UAVs operating near the island and the Japan's territory off its north-east coast, appearing to go unusually near to the nearby Japanese island. PLA movements there are not rare, but uncommon, and Chinese military activity in the island's ADIZ generally has been minimal in recent weeks.

Earlier this weekend, the ministry said China had been carrying out another “joint combat patrol” to “test our defensive capabilities”. It added the island had sent its own aircraft and ships to track the developments. Taiwan documents these operations a couple of times a month as part of what the Taiwanese government says is an continuous strategic pressure.

Diplomatic Pressure

Tokyo has been experiencing increased strain from China since the Japanese official made her remarks, with Beijing's diplomatic representative in the Japanese city prompting a formal protest from Tokyo by stating that “the dirty head that sticks itself out must be cut off”.

Beijing then summoned the Japanese ambassador for the first occasion since 2023, and Beijing's military authorities stated that any Japanese intervention would be doomed to fail.

Travel and Education Advisory

Late last week, Beijing advised its people to avoid visiting Japan, prompting Tokyo to urge Beijing to take “suitable actions”, though it did not elaborate.

Multiple carriers from China said on Saturday that flights to Tokyo could be cancelled without penalty.

In another escalation, Beijing's administration on the weekend advised students to rethink education plans in Japan, citing what it characterized as an unstable security environment.

While the advice does not amount to a ban, a significant decrease in the number of Chinese students could have a detrimental effect on Japanese universities. A historic high of over 336,000 international students were studying in Japan last year, according to education statistics. They featured over 123,000 learners from China – by far the single biggest group.

Official Commentary

Late on Saturday, a official press commentary charged the Japanese official with performing a diplomatic maneuver that was “both reckless and fundamentally flawed”.

“A conflict between Japan and China would not be a limited skirmish; it would probably involve other nations, including the US, and could rapidly escalate to a major confrontation with severe repercussions.”

Policy Standpoints

The government of Taiwan says only its people can decide its future. Officials in Tokyo have previously avoided publicly mentioning Taiwan when discussing such scenarios, maintaining a “deliberate vagueness” also preferred by Japan's primary defense partner, the US.

However, Beijing's governing party says the incorporation of the island with the People’s Republic of China is “unavoidable”, and casts any opposition to it as escalatory. As it moves towards being capable of military annexation, Beijing has also been escalating its non-military activity and its statements towards the island.
